After getting a pack in my ipsy bag I loved them very effective so I got more. They are dry! My last pack is still sealed so not sure about them but the last 2 packs were dry and never opened until ready to use.

I wasn’t expecting to notice much after one use, but these actually made a difference. They felt really cooling and refreshing, and after taking them off my under-eyes looked less puffy and felt much more hydrated.
